Region of Waterloo launches lobbyist registry

The Region of Waterloo’s Lobbyist Registry is now active. The Lobbyist Registry is an online tool that sets clear rules for lobbyists and ensures fair documentation of lobbying activities with Region of Waterloo Councilors, Commissioners and Directors.

Lobbying involves engaging with government officials to influence decisions, policies, or laws, often on behalf of a business, organization, or specific interest group. Under the Region’s new bylaw (by-law 24-043, ratified on November 20, 2024), individuals who engage in lobbying activities must register their communications with public office holders.  These interactions include efforts to influence decisions related to bylaws, policies, or delegated authority actions.

This initiative promotes accountability in decision-making without deterring public engagement. General advocacy and participation in approved public processes is not considered lobbying. In recognition of the sovereignty and self-determination of Indigenous peoples, organizations advancing Truth and Reconciliation, UNDRIP, and MMIWG2S+ Calls to Action are exempt.

Beginning in January 2025, the Region is offering online resources and information sessions for residents, businesses, and organizations on how to register and search lobbying activities. These activities include:

  • Step-by-step guides and FAQs.
  • Training sessions for lobbyists and public office holders.
  • Information and resources are available on the Region of Waterloo’s website.
