Local Catholic board trustee sanctioned for code of conduct breach

A Waterloo Catholic District School Board trustee has been banned from attending meetings until June 30 for a code of conduct breach.

The Waterloo Catholic District School Board trustees have levied sanctions against Kitchener and Wilmot trustee Kathy Doherty-Masters for a breach of its code of conduct.

According to the agenda presented to the board prior to a special meeting tonight, Doherty-Masters breached board policy II-007 and has been banned from attending meetings until June 30.

She also won't be allowed to sit on the Audit Committee, the Catholic Parent Involvement Committee (CPIC) or the Governance Committee until Nov. 15, 2026.

The ruling came as part of two "triple in-camera" meetings that took place on Dec. 12 and 19, which were held with only trustees present.

Exact details of the breach were not made available but a source with familiarity to the situation said the matter has to do with the trustee's failure to declare a conflict of interest.

The code of conduct and policy in question can be found on the WCDSB website in a five page document that outlines several prohibited actions, including using resources for non-board business, the disclosure and use of confidential information, and accepting gifts that could influence a board members duties.

In addition to the suspension, Doherty-Masters is required to write a letter of apology to the board.

When reached for comment, WCDSB forwarded the request to board chair Robert Sikora, who serves as a trustee for Cambridge and North Dumfries.

Sikora didn't respond to the request by the time of publication.

Doherty-Masters also didn't respond to an email requesting comment.
